About our Program

Victoria Crime Stoppers began in 1983 as an idea of then Victoria Police Department Chief, Kenneth Rosenquest. With the assistance of the Victoria Chamber of Commerce Crossroads Crime Stoppers officially began in February of 1984. The original Police Coordinator at that time was Sgt. Larry Luna with the Victoria Police Department.
Crossroads Crime Stoppers legally changed their name to Victoria Crime Stoppers in 1990 to help identify the program as being operated in Victoria, Texas.

In 2001 Sgt. Larry Luna retired from the Victoria Police Department and Detective Randy Duke took over the duties as Police Coordinator for Victoria Crime Stoppers. He continued in this capacity until the Police Department elected to have a civilian coordinator for the program.

In August 2005 Holly Sulak became the first civilian Crime Stoppers Coordinator for Victoria. Holly did a good job as the coordinator just as Larry and Randy had, but by late 2007 it was obvious that some of the local awareness of the program had waned. It was decided that a licensed Officer in uniform would naturally capture more of the public's attention and have a better chance to revive our local program.

In October 2007, the Police Department returned to having a licensed Officer as the Coordinator and assigned Detective Thomas Eisman as Police Coordinator. In September 2009 Senior Patrol Officer Chris Guerra with the Victoria Police Department Crime Prevention Unit stepped in to help with the weekly television,radio and Internet commercials while Detective Eisman continued to handle the day to day operations of Crime Stoppers.

This arrangement stayed in place until August 2010 when Detective John Luna was assigned to the position of Crime Stoppers Coordinator. Senior Patrol Officer Guerra continued to assist with the weekly television, radio, and internet commercials.

In September 2013 Detective Tanya Brown was assigned as the new Crime Stoppers Coordinator. She served as Coordinator until the Summer of 2016 when the current Coordinator, Detective James Collins, took the reins.

Detective Collins is currently working to improve community awareness of Crime Stoppers by bringing back the Crime Stoppers web site and improving social media posting.

Mission Statement

Crime Stoppers is comprised of diverse, active and dedicated community representatives. Crime Stoppers provides a method for local law enforcement to receive information on crimes. These efforts increase tips, which in turn increase arrests in our community.
